We know Microsoft is trying to unify the Windows Store and the Windows Phone Store. Although, it’s still far from completion. So in the mean time, universal Windows apps with shared identities will have to do.
Universal Windows App will allows developers to code for various Windows devices without the hassle to recode them for every device. It will allow developers to test the app on both Windows 8.1 and Windows Phone 8.1 emulators and easily optimize them for each platform.
Using shared app identities, users will no longer have to buy the same app twice to use on different Windows devices. This will also imply to the in-app purchases. For now, universal Windows apps will be supported for Windows and Windows Phone, with Xbox One compatibility to be added in the near future.
