Making a meme in Photoshop is fast and simple. After opening your image file, add a text layer to the top and bottom of the photo. Select the Impact font and make sure you have caps lock turned on.

When your desired text is in place, open the Layer tab, hover over Layer Styles and select Outer Glow. A popup screen will appear, and you should change the effect's color to black. Change the Blend Mode option to Hard Light. You can then edit the thickness of the outline however you see fit.
